The problem insurance has not named yet
Insurance pricing for autonomous systems is broken. Actuaries price risk based on historical incident rates, manufacturer certifications, regulatory compliance status, and assumed behaviour from design documentation.
None of these tell you what the system actually decided, in real time, in the conditions that preceded a claim. When a claim occurs, the investigation asks: what did the system decide, why, and was it authorised to make that decision? The answer is almost always reconstructed from logs, telemetry, and inference. It is not recorded.
The governed non-action record is the most valuable evidence type that does not currently exist. When an autonomous system correctly decided not to act — not to fire thrusters, not to execute a trade, not to proceed with a docking manoeuvre — that decision leaves no trace. OMEGA records it. The claim that a system operated correctly is no longer an assertion. It is a verifiable record.
What OMEGA Shield provides
Every decision an autonomous system makes — including decisions not to act — produces a Universal Governance Record containing all five OMEGA primitives. That record is tamper-evident, hash-chained, and forensically replayable.
Revenue model
OMEGA Shield operates on three complementary pricing tiers. Operators choose the tier that matches their governance requirements.
Premium saving scenarios
| Domain | Scenario | Premium saving | Shield fee |
|---|---|---|---|
| Space | Re-entry vehicle committed within authorised parameters. Record proves no negligence. Claim denied. | £1M – £10M | £50,000 – £1M |
| Energy | Grid switching decision caused cascade. Governance record proves decision was within authorised scope. Operator not liable. | £500,000 – £5M | £25,000 – £500,000 |
| Autonomous vehicle | System held at junction. Non-action record proves correct behaviour. Liability shifts to third party. | £50,000 – £500,000 | £2,500 – £50,000 |
| Trading | Algorithm held on signal. Non-action record proves system operated within parameters. Regulatory investigation closed. | £100,000 – £1M | £5,000 – £100,000 |
Forensic tools at claim time
At claim time, OMEGA Shield provides four forensic tools that transform claims investigation from inference to evidence.
- Chain integrity verification — prove that no record has been modified since creation. Any tampering breaks the SHA-256 hash chain immediately.
- Temporal reconstruction — replay the full sequence of governed decisions in the period preceding the claim. See exactly what the system expected, reasoned, and decided in order.
- Non-action map — show every decision the system correctly held during the claim period. Demonstrates governance was active and functioning, not just present.
- Assumption audit — extract all assumptions made during the decision sequence. Identify which held and which were invalidated by subsequent events.
Regulatory foundation
The EU AI Act mandates explainability and audit trails for high-risk AI systems. The UK Automated Vehicles Act creates similar requirements for autonomous vehicle decision records. Space debris mitigation frameworks are moving toward requiring decision audit trails for autonomous manoeuvre systems.
OMEGA Shield records map explicitly to EU AI Act Article 12 (record-keeping), Article 13 (transparency), and Article 14 (human oversight). For insurers underwriting regulated autonomous systems, OMEGA Shield satisfies the compliance requirement that previously had no technical solution.
Target insurers
- Lloyd's of London syndicates — space and aviation risk specialists. Orbital re-entry vehicles, autonomous spacecraft, satellite collision avoidance. Currently pricing with no decision-level evidence.
- AXA XL — complex risk specialist. Autonomous vehicles, industrial AI, energy infrastructure.
- Swiss Re — reinsurance and parametric insurance innovation. Parametric products built directly on OMEGA record quality scores.
- Aviva — UK market leader in commercial insurance. Social care, healthcare, and regulated industry AI deployment.
- Marsh — insurance broker and risk advisor. OMEGA Shield as a broker recommendation across enterprise autonomous system deployments.
Pilot partnerships open
Phase 1 pilots are free. No revenue in Phase 1 — evidence and relationship only. One insurer, one operator, one domain. OMEGA governs all decisions for the pilot period. At close: full record export, chain integrity report, forensic replay demo.
