The problem insurance has not named yet

Insurance pricing for autonomous systems is broken. Actuaries price risk based on historical incident rates, manufacturer certifications, regulatory compliance status, and assumed behaviour from design documentation.

None of these tell you what the system actually decided, in real time, in the conditions that preceded a claim. When a claim occurs, the investigation asks: what did the system decide, why, and was it authorised to make that decision? The answer is almost always reconstructed from logs, telemetry, and inference. It is not recorded.

The missing evidence class

The governed non-action record is the most valuable evidence type that does not currently exist. When an autonomous system correctly decided not to act — not to fire thrusters, not to execute a trade, not to proceed with a docking manoeuvre — that decision leaves no trace. OMEGA records it. The claim that a system operated correctly is no longer an assertion. It is a verifiable record.

What OMEGA Shield provides

Every decision an autonomous system makes — including decisions not to act — produces a Universal Governance Record containing all five OMEGA primitives. That record is tamper-evident, hash-chained, and forensically replayable.

Regulatory foundation

The EU AI Act mandates explainability and audit trails for high-risk AI systems. The UK Automated Vehicles Act creates similar requirements for autonomous vehicle decision records. Space debris mitigation frameworks are moving toward requiring decision audit trails for autonomous manoeuvre systems.

OMEGA Shield records map explicitly to EU AI Act Article 12 (record-keeping), Article 13 (transparency), and Article 14 (human oversight). For insurers underwriting regulated autonomous systems, OMEGA Shield satisfies the compliance requirement that previously had no technical solution.
